A Police Clearance Certificate for Canada PR – also called a police certificate or good conduct certificate – is an official paper that confirms whether you have a criminal record. It is issued by the police or government authority of the country you have lived in.

Canada’s immigration authority requires this document to verify that you meet admissibility requirements before you can be granted permanent residence, provided you pose no danger to public safety or national security.

 

Who Needs a PCC for Canada PR?

Yes – if you are 18 years or older and applying for Canadian Permanent Residency, a PCC for Canada PR is mandatory. But you don’t need one from every country you’ve ever visited. You need a Police Clearance Certificate for Canada from:

  • The country where you currently live
  • Every country where you have lived for six consecutive months or more in the last 10 years – after the age of 18
  • Canada itself, if you have previously lived there on a work permit, study permit, or visitor visa for six months or more

You do not need a PCC for:

  • Countries you lived in before turning 18
  • Countries where you stayed for less than six consecutive months
  • Time spent in Canada as part of your current PR application

 

Can I Apply for Canada PR Without a PCC?

No, you cannot simply skip the Police Clearance Certificate for Canada PR. If your country issues a PCC only after receiving an official request from IRCC, you must submit an explanation to IRCC. IRCC may then issue a request letter that you can use to apply for the PCC.

If the PCC is genuinely unavailable, you must show proof that you tried to obtain it and submit a clear explanation letter. IRCC will review the case, but not providing a PCC without a valid reason can lead to refusal.

  5. Submit with your PR application – Include all PCCs with your IRCC PR application within the validity window.

A PCC is valid for six months from the date of issue for the country where you currently reside. For countries you have previously lived in, the certificate must have been issued after your last six-month stay in that country.
